  1. Expand the capital allowance regime to include stock in limited circumstances. Timing difference so budget neutral but could really help some businesses recover and survive.

  2. Increase the availability of lending, bank guarantee type stuff. Get the cash flowing

  3. Certainly not politically motivated cash handouts. Cost too much for limited gain.

  4. Smart tax cuts. Tax cuts only work if you have made money. Loss carry back rules would specifically target businesses with a profit history that have faced a downturn.
