Climate Finance: The Mayor Who Built a Subway—and is Rewriting the Global Rules

Before becoming the youngest elected mayor in Quito’s history, Mauricio Rodas had already founded a political party, launched a policy think tank in Mexico City, studied at Purdue and the University of Pennsylvania on a Fulbright, and run for president of Ecuador.
When he took office in 2014, 56% of the city’s emissions came from transportation. So he built a subway from scratch—and completed it three years later, on time and on budget, using state-of-the-art technology.
Rodas is a special kind of builder: an institutional entrepreneur. Someone who creates the foundations and systems to expand democracy, economic opportunity, and the capacity to contend with climate challenges.
Today, he’s co-founder of the SDSN Global Commission for Urban SDG Finance, where he’s helping cities develop investment-grade climate plans and design new tools, like the Green Cities Guarantee Fund, to unlock billions in capital for low-carbon infrastructure.
In this episode, we talk subways, politics, public luxury goods, and the global push to rewrite outdated financial rules so cities can lead on climate.
