fix the step-over bug when debugging `[^2] ensure: []`; stepping over ^2 causes BCR error in 6.0; the current fix in the Trunk doesn't solve the bug, just treats the symptoms.
The fix adjusts the returning context in #complete:ifError: in case of a non-local return simulation. This allows #runUntilErrorOrReturnFrom: in the next step to place the guard context correctly.
#return:from: (the relevant part) can return back to eem version from 2017.
