Is the fallout from the toxic algal bloom spreading along the coast of South Australia a natural disaster?

Greens Senator Sarah Hanson-Young says it is, as her party calls on the federal government to make the declaration and trigger another wave of Commonwealth support.

Federal Environment Minister Murray Watt has so far resisted making that declaration, but has announced a $14 million package for the state.
