Environment Minister Murray Watt says he's confident Labor will pass historic changes to Australia's environmental laws.

But passage through the Senate is not assured, with the government yet to lock in a deal with the Coalition or the Greens.

Independent Senator for Tasmania, Tammy Tyrell, says she is concerned the legislation has been rushed, and may have negative consequences for rural Australia.
