New U.S. and Western intelligence assessments suggest that Russian President Vladimir Putin may be shifting his focus in the war toward shorter-term goals, including consolidating control over Russian-occupied territories, CNN reported, citing multiple sources familiar with the matter.
Another short-term priority, according to those sources, is to strengthen Russia’s faltering economy. Earlier assessments had indicated that Putin believed the trajectory of the war was in his favor and that he had the necessary momentum and resources to continue pressing forward.
Two sources told CNN that this apparent shift in Putin’s thinking has influenced the views of Donald Trump and his team, who now believe the Russian leader may be more open to considering a peace agreement.
Still, senior U.S. officials remain skeptical of Putin’s intentions and his claims that he seeks a negotiated settlement, CNN said. The outlet also reported a “widespread belief” that even if Russia agrees to a ceasefire, it may later seek to reignite the conflict and seize additional Ukrainian territory.
Another source said that Russia’s overarching goal remains to capture as much Ukrainian land as possible and to “have as weak of a Ukraine as possible.” Any change in Putin’s approach, the source added, likely reflects a strategic calculation based on the fact that there’s “zero indication” he can take all of Ukraine.
