"Equitable water governance: future directions in the understanding and analysis of water inequities in the global South," which serves as an introduction to a special issue of the journal Water International. Written by Flora Lu, Constanza Ocampo-Raeder, and Ben Crow, the article establishes the severity of the global water crisis and argues that existing models are inadequate for explaining and addressing water inequities, particularly in the Global South. It introduces the need for a multi-scalar and cross-disciplinary framework to study water governance, noting that water crises are often socially produced through human decisions that create uneven distribution. The authors discuss various conceptualizations of water equity, including those based on capabilities, access theory, and legal pluralism, and summarize the insights gained from an NSF-sponsored workshop held at the University of California, Santa Cruz. Finally, the text presents a visual framework for multi-scalar study and previews the themes of the subsequent papers in the special issue, which largely focus on issues of inequitable governance and democratization in water management.
