Harrisburg has failed to deliver SEPTA funding in time, so deep service cuts are going to take effect on Aug. 24, the day before school starts in Philadelphia. The 20% service reduction means 32 bus routes will stop running and 16 others will be shortened. The Democratic-controlled state House passed multiple funding bills, but Republicans in the Senate rejected all of them and waited until this week to offer one of their own.
