The paper attempts to answer the following question: can countries’ economic success be attributed, even partially, to a well-designed and effectively implemented development strategy? It presents a framework for a “Grand Strategy of Development” as a new conceptual lens for understanding the economic transformation that happened in China, South Korea and Singapore.
