The deadly sniper attack at a Dallas ICE facility has ignited intense scrutiny of mobile apps designed to track Immigration and Customs Enforcement (ICE) agents. The shooter, 29-year-old Joshua Jahn, used ICE-tracking apps and downloaded lists of Department of Homeland Security facilities to plan his assault, which killed one detainee and critically wounded two others.
