He warned that trillions have been wiped out through municipal collapse in the country’s northern regions, even as the Western Cape attracts wealth through governance and lifestyle appeal. Heystek argued that only a radical policy reset — restoring property rights and pro-business confidence — could bring offshore wealth back.
