In a reversal, the Trump administration will allow a major wind project off Long Island to resume construction. Meanwhile, with five weeks until the Democratic mayoral primary, Zohran Mamdani becomes the first candidate to campaign using a ranked-choice strategy. Plus, starting next fall, smartphones will be banned in New York public schools.
